California refers U.S. citizen prisoners to ICE based on racist assumptions, lawsuit says

The ACLU is suing the California Department of Corrections and Rehabilitation, saying it is referring U.S. citizens and lawful residents to federal immigration officials based on racist presumptions about their status in the country.
